Industrial estate development under the Industrial Estate Authority of Thailand Act, or similar land allotments such as industrial zones under the Factory Act or industrial parks under the Land Allotment Act, are categorized as projects requiring an Environmental Impact Assessment (EIA) to be submitted to the Office of Natural Resources and Environmental Policy and Planning (ONEP) for approval prior to obtaining permits from relevant authorities.

Metals & Aluminum
The aluminum industry serves diverse sectors, including automotive, packaging, and construction. Aluminum smelting plants with a production capacity of 50 tons per day or more are legally required to conduct an Environmental Impact Assessment (EIA).
The iron and steel industry is categorized into two main groups: primary and intermediate stages (smelting, melting, casting) and downstream stages (rolling, hot forging, coating, structural casting). Overall, facilities with a capacity of 100 tons per day or more are required to conduct an EIA, calculated primarily based on the melting rate or the production capacity submitted for investment promotion.
Furthermore, iron smelting and other metal smelting industries, such as copper, zinc, and lead that meet specific criteria, are required to conduct an Environmental Health Impact Assessment (EHIA). This comprehensive report analyzes projects that may cause significant impacts on environmental quality, natural resources, and the health and well-being of people in the surrounding communities.

Industrial Waste Treatment, Quality Improvement, and Material Recovery Facilities.
Waste treatment plants that process waste specifically from sewage or unused materials, plants involved in landfilling waste or unused materials that are not hazardous waste under the Factory Act, and waste treatment plants or plants involved in landfilling waste or unused materials under the Factory Act that incinerate or landfill hazardous waste (excluding incineration in cement pots using hazardous waste as a substitute raw material or supplementary fuel) must prepare EIA and EHIA reports, respectively.
In the incineration of hazardous waste, some plants utilize the resulting heat to generate electricity for their own use or to sell to the power grid. This requires a permit specifically for electricity production and/or sales. However, these types of plants can operate simultaneously, and Fortier Company can provide excellent consulting services on this matter, earning the trust of many factories.

All thermal power plants (excluding waste-to-energy) with a capacity of 10 MW or more must conduct an EIA. Projects exceeding 100 MW for coal, 150 MW for biomass, or 3,000 MW for natural gas require a more intensive EHIA. Throughout the development of these thermal power facilities, proactive communication and public participation from local communities are essential components for project success.

Installing Solar Photovoltaic (PV) systems effectively reduces electricity expenses and environmental footprints. Projects must prepare COP, ESA, or IEE reports to secure mandatory permits and approvals from relevant regulatory authorities.
Natural gas pipeline transportation projects must comply with specific environmental regulations. Depending on the pipeline diameter, operating pressure, and installation area (e.g., within industrial estates), projects may be required to submit EIA or ER reports for approval from government agencies such as ONEP or the Department of Energy Business.

Preparation of Environmental Monitoring Reports (EMR) regarding compliance with prevention and mitigation measures, strictly following the official formats and standards prescribed by the ONEP.

- Conducting Compliance Audits once per reporting cycle. For long-term construction phases, we provide enhanced contractor performance monitoring and participate in regular project meetings (e.g., monthly) to provide proactive guidance. This ensures all operations align strictly with defined measures, leading to the highest efficiency and accuracy in environmental compliance reporting.
- Environmental Quality Monitoring in accordance with defined mitigation measures for official compliance reporting. All sampling and laboratory analyses are conducted by certified entities holding registered laboratory licenses recognized by government authorities, such as the Department of Industrial Works (DIW).
- Organizing EIA Monitoring Committee meetings as mandated by the EIA report. Our services cover the entire cycle: stakeholder coordination, preparation of meeting materials, forum facilitation, and drafting official minutes. We handle the distribution of meeting records to authorities and ensure seamless integration of the outcomes into the final compliance monitoring reports.
